ABSTRACT

IMPLEMENTATION OF THE DOMESTIC WASTEWATER MANAGEMENT POLICY IN BANDUNG REGENCY

(Study in Instalasi Pengolahan Air Limbah Soreang)


Domestic wastewater or sewage is wastewater instead of hazardous or toxic waste material but it is any water that has been affected by human use. Combination of domestic industrial, commercial or agricultural activities, surface runoff or storm water, and any sewer inflow or sewer. To protect the availability of domestic water treatment and to protect from domestic wastewater pollution, it is necessary to have domestic wastewater management. Systematic domestic water management has been carried out by government, which concerning Management of Domestic Wastewater policies. With the implementation of domestic wastewater management policies, it is expected that domestic wastewater management will be more effective and efficient. That is not optimal performance of the Soreang yet, WWTP has become a problem faced by the Government in managing domestic wastewater.
The method is used in arranging this research is descriptive qualitative method. Data was collected, observation, book, documentation and interview. Researcher to choose an informan by using Purposive technique due to consider in getting an appropriate intended information.
Based on the results of research, Implementation of Domestic Wastewater Management Policy in Bandung Regency based on the Bandung Regency Regional Regulation Number 4 of 2013 has been implemented properly. In the implementation, the Implementation of Domestic Wastewater Policy in Bandung Regency through Communication, Resources, Disposition and Bureaucratic Structure, which is considered good is in terms of communication. Whereas Resources, Disposition and Bureaucratic Structure have not been implemented optimally. The limited number of staff of the Wastewater Treatment Plant (IPAL) Soreang and the authority on Domestic Wastewater Management in Bandung Regency are always changing, the limited technological factors and equipment at the Soreang Domestic Wastewater Treatment Plant (IPAL) and weak institutions as a result of the newly formed Implementing Unit Technical (UPT) which handles the Soreang Domestic Wastewater Treatment Plant (IPAL) which causes the domestic wastewater management service chain in Bandung Regency to be interrupted.
